Clearing and Settlement Systems Appeals Tribunal (CSSAT)

The CSSAT is a statutory body established under the Clearing and Settlement Systems Ordinance (CSSO) (Cap. 584), which is effective from 4 November 2004.  

The CSSAT serves to hear appeals by any person who is aggrieved by a decision of the Monetary Authority (MA) to designate a clearing and settlement system (under CSSO section 4(1)), or to revoke a designation (under CSSO section 5(1)),or to issue or revoke or suspend a certificate of finality in respect of a designated system (under CSSO sections 16(1) and 17(1)). A person aggrieved may refer, in writing, the decision to the CSSAT for review within 30 days after the decision is made by the MA or within such further time as the CSSAT thinks fit. The CSSAT will meet only on a need basis. Inquiries can be referred to the CSSAT Secretariat by:
