Review Panel for the Securities and Futures
Commission
The Process Review Panel (PRP) is an
independent body appointed by the Chief Executive on 1st November 2000 to review the fairness and reasonableness of the internal operational procedures of the Securities and Futures Commission (SFC) and ensure that those procedures are consistently adhered to by the SFC. The PRP focuses on the review of the SFC’s operational procedures. Its function is not to review the merits of the SFC’s decisions on individual cases. The PRP submits its reports to the Financial Secretary annually.
The establishment of the PRP demonstrates the Administration’s resolve to enhance the transparency of the SFC’s operations, and the SFC’s determination to win public confidence and trust. The aim is to provide adequate checks and balances to ensure that the SFC exercises its regulatory powers in a fair and consistent manner.
The PRP welcomes public views on the SFC’s operational procedures which fall within the PRP’s terms of
