independent body appointed by the Chief Executive on 1st November 2000 to review the fairness and reasonableness of the internal operational procedures of the Securities and Futures Commission (SFC) and ensure that those procedures are consistently adhered to by the SFC. The aim is to provide adequate checks and balances to ensure that the SFC exercises its regulatory powers in a fair and consistent manner.
